I. Project Outline

　　1. Project Background: Helong City is located in the hinterland of “Tumen River Region” bordering China, Russia and North Korea, facing North Korea across Tumen River in the south, with the 164.5km-long borderline and two trade ports to North Korea. Musan Iron Ore Mine is the largest open one, with the surveyed design reserve of 5 billion tons, determined reserve of 3 billion tons and iron ore powder grade of 63%-66% after mining. Yanbian Tianchi Industrial and Trade Co., Ltd. imports more than 1 million tons of iron ore powder from North Korea. The quantity of imported iron ore powder will reach over 5 million tons in the future. The building of Helong to Nanping Railway can assure the imports of iron ore powder, etc. The project has been listed in the “11th Five-Year” Development Plan.

　　2. Construction Scale & Technical Indexes: The full length of the railway is 43.825km and it is the Class II railway. The main track quantity is determined as the single one.  

　　3. Passenger and Cargo Quantity & Economic Performance Forecasting: The cargo transportation mainly involves iron ore powder of Musan Iron Ore Mine of North Korea, cargo and coal trade, etc. The annual transportation income of 102.07 million yuan, profit of 44.34 million yuan and tax of 3.31 million yuan can be realized, with the investment recovery period of 16.4 years.

　　8. Project Progress: The preliminary review of the preliminary feasibility research report has been completed by Shenyang Railway Bureau and the preliminary feasibility research report has been revised.
