| ¡°The Three Strategic Concepts¡± |

The 2nd plenary session of the 7th Party Congress of Jilin Province identified ¡°three strategic concepts¡± for the new century¡ª¡°to advance the province through science and education, to prioritize opening up, and to break the barriers between the counties.¡± ¡°Advancing the province through science and education¡± is a dynamic response to rapid economic globalization and the swift and powerful development of the new revolution in science and technology. The 2nd plenary session of the 7th provincial Party Congress decided: that great importance should be attached to science and education in the development of the economy and society; that further investment should be made in science and technology; that private scientific and technological enterprises should be supported in applying their scientific and technological research accomplishments. ¡°Prioritizing opening up¡± conforms to the trend of economic globalization. The only way to resolve the vital and deep-rooted problems in the province¡¯s economy is to continue opening up further. Only by further opening up can Jilin drive forward a large scale and rapid reform and reorganization of state-owned enterprises. Only by further opening up can Jilin take in more advanced technology, human resources, and management experience, thus connecting the development of Jilin Province with domestic and world markets. ¡°Breaking the barriers between counties¡± is an important link in developing the economy of Jilin. It expands the total economic output of counties, upgrades industrial structure, and increases economic returns. It provides wide-ranging innovations in: economic systems, modes of growth, the developmental environment, the distribution of productive forces, the ownership structure, and industrial features. It improves counties and cities¡¯ overall level of development in many areas such as economic returns, the Party, democracy, the legal system, and the socialist spiritual civilization. In order to accommodate the new situation and the tasks ahead, in 2002, the 8th Party Congress of the province brought forth another concept in addition to the other three ¡ª¡°advancement through human resources¡±. Currently the strategic concepts of ¡°advancing the province through science and education, prioritizing opening up, breaking the barriers between the counties, and advancing through human resources¡± are being implemented and returns are beginning to be reaped. |
