The principle of “maximum return, extensive employment and sustainable development ” is the guiding principle that the 9th Jilin Provincial government has brought forth and the 5th plenary session of the 7th Provincial Party Congress has confirmed. “Maximum return” refers to increasing the economic benefits or results, which is the basic requirement of the development of the socialist economic system, and also the core in promoting and bringing about a new paradigm in developing the province’s economy. By “extensive employment” we mean increasing the number of employed people and hence increase the employment rate. Only the increase of social labor productivity and the increase of economic returns can ensure a full and effective allocation of labor resources. By “sustainable development” we mean the harmonious development of the human race, natural resources and environment, and of the economy and society, a prospect that will meet the needs of the existing population and benefit people in the future.
