¡°Four administrative principles¡±
     
 
 
Jilin Striding Forward in the New Century
    The four administrative principles refer to four different things to consider in our administrative work¡ª¡°working in the public¡¯s interest, managing in an orderly way, governing in accordance with the law and strict administration¡±. This is the policy and the norm for the 9th provincial government to follow, complying with the demand of the State Council in building a clean diligent government that seeks pragmatism and efficiency in order to pave the way for the province to enter the 21st century. Doing so is on a favorable basis both in terms of economic construction and social development. The four concepts are closely interrelated, forming a unified whole. ¡°Working in the public¡¯s interest¡± is the aim that the government works towards. A government is expected to consider what the people consider, worry about what they worry about, do what they need, and work sincerely in their interest. To improve the people¡¯s quality of life is the starting point for the government¡¯s work. Everything is done in the people¡¯s interest. Obligations to our superiors and to the public must be combined. Show our concern for concrete problems as well as general interests of the public. By ¡°managing in an orderly way¡± we mean setting up criteria for the government to meet. Guided by reasonable theories, correct and efficient work is expected. A scientific attitude is expected, as is the application of scientific methods. Scientific procedures must be observed and a system of scientific administrative developed. Scientific decisions must be made and scientific governance practiced. ¡°Governing in accordance with the law¡± is the standard that the government works by. Administration must be conducted in accordance with the law, i.e. make legal decisions, go through legal formalities, and conduct legal governance and supervision. ¡°Strict administration¡± is the requirement of working in the government. There must be a strict system of regulations, tightly knit organization, rigorous discipline, scrupulous conduct and stern supervision.
