At the turn of the century, Jilin¡¯s people, through their combined efforts, have successfully reached the first two strategic goals in Jilin¡¯s modernization and marched into the new century with a new outlook. Since the beginning of the 21st century the development of Jilin¡¯s economy and society has moved into a new stage of comprehensively building a prosperous society and of speeding up the process of socialist modernization.

The Overall requirements |
At the turn of the century, the overall requirements in all of our efforts in Jilin Province are: to uphold the great banner of Deng Xiaoping¡¯s Theory; to comprehensively put into practice the essence of the 16th Party Congress; to remain under the guidance of the important concept of the ¡°Three Represents¡±; to adhere to the theme of development; to focus on structural adjustment; to be driven by reform, opening up and the advancement of science and technology; to make raising people's standard of living the basic goal, to adhere to the policy of ¡°maximum return, extensive employment and sustainable development ¡±; to fully implement the strategy of ¡°advancing the province through science and technology, opening up, breaking through the barriers between counties, and using human resources to invigorate development¡±; to quicken the processes of industrialization, information flow, urbanization and globalization of the economy; to reinforce the construction of socialist culture, democracy and the legal system; to advance the Party's construction and promote the great strides forward in developing Jilin¡¯s economy and the overall progress of the society.

| Based on its practical conditions Jilin Province should, implement the arrangements of the 16th Party Congress by scientifically preparing the plan for comprehensively building a prosperous society. With our focus on building the economy and on the basis of better structure and higher efficacy, we should, meet the goal of doubling 2000¡¯s GDP before 2010 and double it again by 2020. A new road of industrialization will be taken. Our attention will be focused on building an industrialized, scientific, educated and ecological province. The concept of comprehensive construction and development will be emphasized. A well-balanced road and a road of common prosperity will be taken. The policy of sustainable development will be adhered to. Our advantages and features will be brought into full play. The public¡¯s interests will be recognized and their goals achieved. Jilin will be built into a province with a prosperous economy, civilized society, beautiful environment and high standard of living. Every path will be taken in order to enable people to lead truly prosperous lives. A sound foundation will be laid for a modernized province by the middle of the century. |

New Economic Strides |
The new century has seen a vigorous growth in Jilin's economy and society. Under the knowing guidance of the Central Committee of the CPC and the State Council, the many peoples of Jilin carry out the important concept of the ¡°Three Represents¡±, united as one in forcefully promoting the realization of a breakthrough in economic development. They have made a fine start for the 15th five-year development plan and also new breakthroughs in the development of Jilin¡¯s economy. In 2001 the GDP of the province reached the level of 200 billion yuan for the first time, and out of all of China¡¯s regions, the total size of the economy rose to 19th place. The per capita GDP reached 7,640 yuan, which ranked 14th out of all the provinces as compared to 15th place in 2000. The good start shows that the economy of Jilin Province has been on the track of rapid, healthy and stable development.
The need to develop is undeniable. Through half a century of effort, especially the great undertaking of reform and opening up, Jilin Province has undergone earth-shaking changes in its social outlook. In the new century, under the knowing guidance of the Central Party Committee and the State Council the many peoples of Jilin are determined to, uphold the great banner of Deng Xiaoping¡¯s Theory, continue to carry out the important concept of the ¡°Three Represents¡±, continue the reforms, be creative and pioneering, advance with the times, and comprehensively build a prosperous society.
