¡¡¡¡I. Unique Topographic Features
¡¡¡¡Abbreviated as Ji, with Changchun as its capital, Jilin Province lies in the middle of Northeast China, covering an area of 187,400 square kilometers, which accounts for 1.95% of the whole country. In 2004, the population of Jilin Province was 27,085,000 and GDP reached RMB¥ 295.82billion, accounting for 2.08% and 1.81% of the whole country respectively
¡¡¡¡Geographic Location
¡¡¡¡Jilin Province is located between 40º52¹and 46º18¹north latitude and between 121º38¹and 131º19¹east longitude, about 600 kilometers wide from north to south and 750 kilometers long from east to west, bounded by Liaoning Province to the south, the Inner Mongolian Autonomous Region to the west and Heilongjiang Province to the north, bordering Russia to the east and, to the southeast, separated by a river, the Democratic People's Republic of Korea. It has a 1,438.7-kilometer international boundary, of which 1,206 kilometers are between China and Korea and 232.7 between China and Russia. Hunchun, a city in the far east of the province is only 15 kilometers away from the Sea of Japan.
¡¡¡¡Topography
¡¡¡¡Jilin Province has a varied landscape, generally sloping towards the northwest. With the Daheishan Mountain Range in the middle, the province is divided into two topographic regions: the mountainous area in the east and the plains of the midwest. The former is further divided into the Changbaishan Mountains and their foothills; and the latter can be divided into high plains in the middle, and grassy marshlands, lakes, ponds, and wet sandy soils in the west. The main mountain chains include the Daheishan Mountains, the Zhangguangcailing Range, the Jilinhadaling Range, the Laoling Range, and the Mudanling Range, etc. The main plains include the Songnen Plain and the Liaohe Plain, etc.
¡¡¡¡II. Pleasant Climate with Monsoons
¡¡¡¡Situated at mid-latitude in the east of the Eurasian Continent, Jilin Province has a continental monsoon climate of the temperate zone, with four strikingly different seasons with precipitation and heat coming in the same season. It is dry and very windy in spring. It¡¯s hot and rainy in summer. In fall the sky is clear and the air is crisp. And the winter is cold and long.
¡¡¡¡There are striking differences in temperature during the four seasons in Jilin Province. The average temperature of the whole province remains below -11ºC in winter and above 23ºC in summer. The annual temperature difference in the province usually ranges from 35-42ºC while the daily difference is usually 10-14ºC. The frost-free period usually lasts for 100¡ª160 days in a year.
¡¡¡¡For many years the province¡¯s average amount of sunshine has remained between 2,259¡ª3,016 hours. The average annual precipitation stays between 400 and 600 millimeters. But it varies greatly from season to season and from area to area. 80% of the rainfall comes in summer and the greatest volume is in the east. Climate varies greatly from place to place in the province. The humid climate in the southeast shifts to semi-humid climate and semi-dry climate in the northwest. If the climate is normal, the amount of light, warmth, and water are enough to meet the needs for growing crops.
¡¡¡¡III. Favorable Ecology
¡¡¡¡Eco-regional Distribution
¡¡¡¡The whole ecological environment of Jilin Province is extraordinarily diversified and relatively unified. It is quiteresilient andwell protected. In terms of eco-regional distribution, the province, from the east to the west, has the ecological region of virgin forest in the Changbaishan Mountains, the ecological zone of secondary vegetation in low mountainous and hilly areas of the mid-east, the Songliao Plain in the central region, and grasslands and humid areas in the west.
¡¡¡¡Being the headstream for several main rivers like Songhuajiang River, Yalujiang River and Tumenjiang River, Changbaishan Mountains in the east are endowed with a wide stretches of forest that makes up 70% of the forest coverage, an intact forest ecological system and a rich biodiversity.
¡¡¡¡In the low mountains and hills of the mid-east, there grow dense natural secondary forests and manmade forests, providing a high percentage of forest coverage and there exist rich resources of water and minerals
¡¡¡¡Vast, flat, fertile and with a complete system of protective forest screens for agriculture, the Songliao Plain in the middle of the province is environmentally robust, offeringfavorable conditions for producing high quality farming products.It is lauded as the ¡°Golden Corn Belt¡± and ¡°Land of Soybeans¡±.
¡¡¡¡In the west, there are a vast stretch of low-lying grassland, densely scattered natural ponds and a fairly large area of wetland.Despite little rainfall, favorable conditions of sunshine and heat and ample sources of water surface and underground water provide this are with fine prospects for agricultural development.
¡¡¡¡Nature Preservation Zones
¡¡¡¡Since 1960 when the Changbaishan Nature Preservation Zonewas established, the province has set up 33 nature preservation zones of different kinds at different levels, with an area of 2.2 million hectaresaccounting for 11.77% of the whole province. Out of the 33, there are 7 national nature preservation zones (NPZ)¡ª in 1980 the Changbaishan Mountains NPZ joined UNESCO¡¯s world biosphere protective network becoming an international nature reserve. The Momoge NPZ is in the southeast of Zhenlai, and it is mainly for the purpose of protecting rare water birds. The Xianghai NPZ in Tongyu County is mainly for protecting red-crown cranes, other rare water birds, and also the Mongolian yellow elms in desert. The Yitong Volcano Group NPZ lies in Yitong County preserving the area¡¯sunique geological relics. TheTianfezhishan Mountain NPZ lies at Longjing City, Yanbian Prefecture, serving to protect pine tree mushrooms. The national NPZ in Upper Reaches of Yalujing River lies in Changbai County, with the main function of protecting endangered coldwater fish.The national NPZ of Longwan is in Huinan County, mainly protecting crater lakes and wetland.
¡¡¡¡Nurturing the Ecology of the Province
¡¡¡¡In November 1999, the State Council approved the plan that Jilin serve as an experiment in creating an ecological province. In December 2001, the ¡°Overall Outline for Nurturing the Ecology of the Province¡± was approved by the 27thStanding Committee of the Provincial People¡¯s Congress which proposed that we must scientifically manage ecological resources, continuously improve the ecological environment, relentlessly build an ecological civilization, and gradually develop a mode of economic development unique to Jilin, which is ecologically friendly and beneficial. We must realize that economic, social and ecological benefits are intrinsically linked. We should follow a path of sustainable development that is based on the situation in Jilin. After thirty years of painstaking efforts, we will have changed Jilin into an ecologically healthy province that will have a developed economy, civilized society, an excellent natural environment and resources that will last forever.
¡¡¡¡The construction of the ecological environment in Jilin has achieved an initial result after several years of hard work.By the end of 2004, the accumulated harnessed grassland of salinization or alkalinization totaled 7.53 mu; the land converted to forests and grass was 9 million mu; the timber cutting was reduced by 1.7 million cubic meters, the forestry coverage reached 42.5%; the treated area of soil erosion amounted to 6.92 million mu,; the basic farmland area was maintained around 72.734 million mu; the discharge of main pollutants was decreased by 5.98% on average compared with the year of 2000; and the urban public green area per capita exceeded 6 square meters.
¡¡¡¡IV. Abundant Natural Resources
¡¡¡¡Land Resources
¡¡¡¡Jilin Province has long been calledthe ¡°Land of Black Soil¡±. The province has 5.5378 million hectares of cultivated land, which accounts for 28.9% of the total area. The cultivated land per capita is 0.21 hectares, 2.18 times higher than the national average. The vast stretches of fertile plains yield large quantities of high quality agricultural products such as corn, rice, soybeans, oil plants, coarse cereals, etc. It enjoys a very favorable condition for developing agriculture that is highly productive and organic.
¡¡¡¡Forestry Resources
¡¡¡¡Jilin Province is a significant center of forestry in China. The forest coverage rate of the whole province is as high as 42.5%. With an 860.89 million cubic-meter reserve of standing timber, Jilin ranks 6th in China. The Changbaishan Mountain region has long been known as the ¡°Changbai Forest Sea¡±. There are pinus koraiensis, quercus, fraxinus mandshurica, phellodendron amurense rupr, and a variety of other species. The Changbaipine is a unique species. With a tall straight trunk, shiny bark and an elegant shape, its nickname is the ¡°pine beauty¡±. It has been included in the national list of the most important protected wild plants published in 1999 by the State Council.
¡¡¡¡Mineral Resources
¡¡¡¡89 mineral resources have been identified, among which 11 of them, such as oil shale, diatomite, tabular spar, cinder and so on have the largest reserve in China, and 41 of them including molybdenum, germanium and nickel rank the top ten in the country. With 54% of the total identified reserve in China, oil shale in Jilin Province enjoys great potential for development. Being one of the three resources for good-quality mineral water, Changbaishan Mountain has the best and most abundant mineral water in China. Jingyu County has beenhonored as ¡°China¡¯s Changbai Mountain Mineral Water Town¡±.
¡¡¡¡Grassland Resources
¡¡¡¡One of the eight main pastoral areas in China, Jilin Province has a rich resource of grasslands. Covering an area of5.84 22 million hectares, the grasslands are mainly in the west. The vast stretches of grassland yield quality grazing, especially well known at home and abroad for their Guinea grass. They are important bases for developing animal husbandry. In recent years, thanks to the development of the ecological grass, the grassland vegetation in Jilin Province has been remarkably recovered and the scene of ¡°Flocks and herds appear as grass bends to wind.¡± reappears on the land of the province.
¡¡¡¡Wetland Resources
¡¡¡¡Widely and vastly distributed, the wetland in Jilin Province has varied types and enjoys a rich variety of bio-species. The total area of the wetland in the province is 1.7523 million hectares, accounting for 9.35% of the total land area, comprising 741,500 hectares of natural wetland and some manmade wetland from paddy fields and so on.They mainly include Xianghai Wetland, Momoge Wetland, Chaganhu Wetland, Hani Wetland, Jingxin Wetland in Hunchun and the wetland in Changbaishan Mountain Nature Preservation Zone, etc.
¡¡¡¡Water Resources
¡¡¡¡Jilin is situated in the upper and middle reaches of the main rivers in northeast China. The Heavenly Lake on the Changbaishan Mountain is the largest alp freshwater lake. There are 1,648 rivers with drainage basins of over 20 square kilometers, belonging to the five main river systems¡ªthe Songhuajiang, Liaohe, Yalujiang, Tumenjiang, and the Suifenhe. Jilin Province enjoys advantaged hydropower resources, with a total amount of 5.0081 million kilowatt developablehydropower. Among the big hydropower stations are Baishan, Hongshi, Fengman and the like.
¡¡¡¡Wild Life andPlants
¡¡¡¡The biological population in Jilin Province is healthy and diverse. There are as many as 5,248 identified types of wild plants and 437 types of wild animals. The province is famous for its ¡°Three Treasures¡±. The Changbaishan mountainous region enjoys a reputation as one of thethree maintreasure troves of natural herbs used in traditional Chinese medicine. There are 1,452 medicinal plants such as ginseng, Chinese wild ginger, rhizoma gastrodiae, boschniakia rossica, etc. Rare wild animals include Manchurian tigers, leopards, sikas, Manchurian sables, red-crowned cranes, golden eagles, red otters, Wusuli whitefish, etc. Since 1996 Jilin Province has been working hard, enforcing the relevant laws in order to save the wild animals on the verge of extinction. Traces of wild animals like sikas, black bears, wild boars, and lynxes have begun to appear. Even Manchurian tigers, which had not been seen for years, are frequently appearing in Jiaohe and Hunchun.
¡¡¡¡The Three Treasures of the Northeast
¡¡¡¡The three treasures are ginseng, sable fur, and pilose antler of sikas. Ginseng from the Changbaishan Mountains is a precious medicinal material. It gets its name (ren-sheng) from the fact that its shape is like that of the human body (in Chinese ren is the word for person).Jilin Province is the largest producer of ginseng, producing 85% of the country¡¯s total and over 70% of the world¡¯s total amount. In 1981 a farmer at Beigang, a settlement in Fusong County discovered a ginseng root that was 160 years old. It weighed 287.5 grams and was 79.5 centimeters long. People call it the ginseng king, and it is now displayed as a national treasure in the Jilin Province Hall in the Great Hall of the People in Beijing. Sable is the national first-grade protected animal. Its fur is a dark brown or grayish brown color. Standing out from the fur, individual needle-like white hairs are found here and there. Being lightweight and tough with deeply graceful and resplendent fine hair, the lustrous fur feels soft and warm. It is the best of all furs. The pilose antler of young stags is a precious ingredient in traditional Chinese medicine. It functions well in generating energy and producing bone marrow. It also nourishes theblood, increasesyang, andstrengthens bones and muscles. As a large producer of sikas, Jilin Province manufactures a lot of goods from them, such as stag pilose antler tincture, sika tail essence, sika embryo paste, etc.
¡¡¡¡V. The Long History
¡¡¡¡History
¡¡¡¡Since remote antiquity, generations after generations of people have inhabited Jilin. TheYushu man, Antu man, and Qingshantou man who dwelled here between 10,000 ¨C 50,000 years ago are important indicators of the forming of ancient civilizations in Jilin. As early as the times of Shun and Yu (about 3000 years ago), the ethnic groups in Jilin had a tribute-paying relationship with the central Chinese kingdom, a kind of administrative subordination that became important elements in the composing of the Chinese nation.
¡¡¡¡Gaogouli Relics
¡¡¡¡Gaogouli is abbreviated as ¡°Gouli¡± in the history record. In the 2ndyear of Emperor Hanyuan (37 BC),Zhu Meng, a member of the Fuyu ethnic group, built his regime in Gaogouli County, Xuantu Jun (now inside Xinbin County of Liaoning Province) where it got its name.At their prime, the sphere of the Gaogouli people's influence covered the eastern part of today's Jilin Province, the northeast of Liaoning Province and the north of the Korean Peninsula. It was conquered by the joint forces of the Tang Dynasty and the Silla Kingdomin AD 668.
¡¡¡¡On July 1, 2004, with the examination and approval of the 28thSession of the World Heritage Committee, Gaogouli Relics, located in Ji¡¯an City of Jilin Province, with imperial palace, imperial mausoleum and tombs for nobles belonging to the ancient Gaogouli regime as the main body, was officially inscribed on the World Heritage list.
¡¡¡¡Evolution
¡¡¡¡The formation of Jilin province has gone through a long evolutionary process. Since the early Qin Dynasty (221¡ª207 BC) the rulers of different dynastieshave had Jilin under the jurisdiction of the central government. In the Han Dynasty the system of county and prefecture administration was established. Bohai (an area around the Bohai Sea) in the Tang Dynasty (about 600¡ª900 A.D.) and the later dynasties of Liao, Jin, and Yuan (900¡ª1300 AD) had administrative divisions such asfu,zhou, andxian(similar to prefectures, cities and counties). The Ming Dynasty haddusi(a military rank) andweisuo(a defence region). In 1653(the 10th year of the Shunzhi Reign, in the Qing Dynasty), the Qing government established Ningguta Angbang Zhangjing (an official and a military zone of the Ningguta area), which was the start of Jilin Province. In 1662 (the 1st year of the Kangxi Reign, in the Qing Dynasty), the post was renamed Ningguta Jiangjun (General). In 1673(the 12thyear of the Kangxi Reign), the town of Jilin was built. Historically it was called ¡°Jilin Wula¡± (in the Manchu language ¡°along the river¡±). The name Jilin has been used ever since. In 1757 Ningguta Jiangjun was changed into Jilin Jiangjun. Since then the name ¡°Jilin¡± has represented the administrative region. In 1907 (33rd year of the Guangxu Reign) the region was officially entitledJilin Province. At the beginning of the Qing Dynasty, Jilin remained closed to the outside and therefore neither society nor the economy made much progress. In the middle and later period of the Qing Dynasty the restrictions were gradually rescindedand there was some progress in the economy. At the beginning of the 20th century, the northeast part of the country became the target of the colonialist expansion of both Russian and Japanese imperialists. Pushed by the May 4th Movement and the influence of the May 30th Movement, one after another tides of struggle against the invaders took place in the province. National industries and commerce made some progress. Cities of contemporary scale appeared one after another.
¡¡¡¡The Manchurian Puppet Regime
¡¡¡¡In 1931, the Japanese imperialists outrageously perpetrated the ¡°September 18¡±Incident and occupied northeast China. In March 1932 the Manchurian puppet regime was officially founded with Puyi as the executive and ¡°Datong¡± as the title of his reign. Changchun, which was given the new name ¡°Xinjing¡±, was made the regime¡¯s ¡°capital¡±. In 1934, the Japanese changed Manchuria into the Manchurian Empire and the executive into emperor and the title of the year of reign into Kangde. On August 15th, 1945 Japan declared its unconditional surrender and Puyi gave up the throne in Tonghua. Then the Manchurian Puppet Regime became extinct.
¡¡¡¡The Glorious Revolutionary Tradition
¡¡¡¡The braveand indomitable peopleof Jilin have had a glorious tradition against imperialism and feudalism. Confronted with the barbarous invasions of the Russian and Japanese, the Jilin people, in spite of brutality and hardship, demonstrated their unyielding fighting spirit through tenacious struggle. The people of Jilin roseup and defeated their enemies, especially in the war against the Japanese invasion,. In the years after the occupation, there was an explosion onto the scene of the volunteer armies headed by Wang Delin, Tang Juwu, and Wang Fengge, and the bloody battles of the 1st-route army of the Anti-Japanese Amalgamated Army of the northeast led by Yang Jingyu, Wei Chengmin, and Wang Detai. During this time the people of Jilin used their blood to compose magnificent patriotic chapters one after another. On Feb. 28, 2005, Jilin Provincial Committee of the CPC and Jilin Provincial Government convened solemnly a convention in Tonghua City to commemorate the 100thanniversary of General Yang Jingyu¡¯s birthday and recall this great national hero combating Japaness.
¡¡¡¡The Liberation of Jilin
¡¡¡¡Under the leadership of the Communist Party of China, during the liberation of the northeast, theNortheast Democratic Allied Army (later known as the Northeast People's Liberation Army) fought earth-shaking battles in Jilin. The ¡°Four Siping Battles¡±, the ¡°Four Linjiang Defensive Battles¡±, the ¡°Three Southward Expeditions¡±, and others were decisive in changing the situation of the war in the northeast. 1948witnessed the start of the Liaoxi-Shenyang campaign. The Northeast People's Liberation Army encircled Changchun. Under intensepolitical attack andmilitary pressure,the Nationalist forcesstationed in Changchun surrendered to the PLA. The whole province was liberated.
¡¡¡¡The Administrative Divisions
¡¡¡¡After the founding of the P.R.C. several changes were made in the administrative division. In the post-liberation period Jilin only had 2 municipalities, 2 prefectures, 1 qi (a Mongolian county), 22 counties and 1 special zone of industry. In 1954, the Jilin jurisdictional system was altered, with 7 counties of Heilongjiang Province being incorporated into Jilin Province to make up Baicheng Prefecture with Qian'an, a county of Jilin. 1 municipality and 9 counties of the original Liaodong Province were put under Jilin's jurisdiction to form Tonghua Prefecture. Liaoyuan Municipality, Xi'an County, Dongfeng County (which had belonged to Liaodong Province) and Siping Municipality, Shuangliao County and Lishu County (which had belonged to Liaoxi Province) were brought under Jilin's jurisdiction. In the same year Jilin Provincial People's Governement moved from Jilin City to Changchun. In 1969 a qi and a county of the former Zhelimumeng League and a qi and a county of Hulunbeiermeng League, Inner Mongolia, were put under the jurisdiction of Jilin Province and in 1979 were reincorporated into Inner Mongolia. Since then there has been no change in the administrative division ofJilin. Now the province has 8 prefecture level municipalities, 1 autonomous prefecture, 60 counties (cities, districts), 765 villages (towns) and 241 street offices.
¡¡¡¡VI. A Harmonious Multi-ethnic Province
¡¡¡¡Jilin Province is a multi-ethnic province. Themany peoples of Jilin are hardworking and courageous and have joined together in developing their brilliant history and their charming and colorful ethnic cultures with their labor and wisdom.
¡¡¡¡There are 49 ethnic groups in Jilin Province. Apart from Hans, the population of the 48 minorities of the province totals 2,453,400, accounting for 9.15% of the total population in the province. They mainly include Koreans, Mans, Mongols, Huis, and Xibos. With historically close ties and relationships, they have formed both ethnically based and inter-mixedpopulation centers. Minority population centers have established autonomous jurisdictions, such asYanbian Korean Autonomous Prefecture,Qianguoerluosi Mongol Autonomous County, Yitong Man Autonomous County, Changbai Korean AutonomousCounty, and 33 ethnic townships. Since the reform and opening up, the economy and social undertakings in different ethnic minorities autonomous areas have scored fairly rapid development. In 2004, GDP in the autonomous ethnic areas reached 31.559 billion RMB yuan. Out of 30 minority autonomous prefectures in China, the Yanbian Korean Autonomous Prefecture isthe only one that was honored for three times (consecutively) by the State Council as a ¡°Model Prefecture for Ethnic Unity and Advancement¡±.
¡¡¡¡The Korean Ethnic Group
¡¡¡¡The Koreans have their own language both oral and written. Their tradition honors enduring hardship, toil, bravery and indomitability. For the liberation of the Chinese nation and the founding and consolidation of New China, the Korean people contributed and sacrificed a great deal in the Anti-Japanese War, the liberation War, and the War to Resist US Aggression and Aid Korea (The Korean War). The Koreans like plain white dress and value etiquette. They respect the elderly and cherish the young. They are very good at singing and dancing. The autonomous prefecture was founded on September 2, 1952. The Koreancommunity has long beenknown as the ¡°Land of Songs and Dances¡± and ¡°Land of Soccer¡±.
¡¡¡¡The Man Ethnic Group
¡¡¡¡The Mans (or Manchus) is an ethnic group with a long history who are industrious and brave. They used to havetheir own spoken and written language but they use Chinese now. The Man women dress in qipao (a close-fitting dress), which is beautiful and elegant. Popular across China, qipao has become a traditional type of dress for Chinese women. The Man¡¯s traditional customs for etiquette, ceremonial offerings, weddings, lifestyle, child rearing etc, still have influence in places. Their painting, papercuts, singing, dancing, folk art, storytelling, sports, etc, have a long history and are still popular with the public. Man cuisine is unique and their formal ¡°Man/Han Complete Banquets¡± are well known far and wide.
¡¡¡¡The Mongols
¡¡¡¡The Mongols have their own spoken and written language. Their habits in dress, diet, living, traveling, architecture, weddings, funerals, taboos, etiquette, etc, demonstrate unique characteristics. At all the anniversaries of the founding of their autonomous counties or ethnic townships or any other traditional festivals, people hold Nadam (entertainment) gatherings where they have competitive sports activities like horse races, toxophily, wrestling, and other entertaining performances.
¡¡¡¡The customs of thedifferent ethnic minorities are changing with evolving history, social development, and the shifting of time. Politics, economy, culture and lifestyle arealso important factors affecting customs.
¡¡¡¡VII. The Strong Flavor of Northeastern Culture
¡¡¡¡Jilin people have created not only the physical embodiment of the civilization but also the striking characteristics of the culture.
¡¡¡¡Literary Works
¡¡¡¡Literary works of Jilin sends out the scent of its black soil. The early works of this land includes those of the Bohai Kingdom, the Liao Dynasty, the Jin Dynasty, and the Qing Dynasty. The existingworks of Bohai literature mainly include poemsand prose. The writings of the Liao Dynasty mainly present scenes of production and daily life of the Qidan ethnic group. The literary creation of the Jin Dynasty mainly describes the unique hunting culture of northern ethnic minorities. The works of the Qing Dynasty depict fishing and the idyllic life of the Man people in the Wula area. The famous ¡°Song of the Boats On the Songhuajiang River¡± was composed by Xuanye (Kangxi) when he was making a tour of Jilin in the 21st year of his reign (1682 AD).
¡¡¡¡Since the founding of the P.R.C. there has been an unprecedented developmentin the literature of Jilin.Literary creation and criticism like poetry, novels, prose, journalism, folk literature and children's literature are plentiful. The folk literature of Jilin has a long historyand is wide spread. It has a distinctive northeastern style and flavor, and the historic and cultural traditions of the various ethnic groups. In particular, activities like ginseng digging, rafting, hunting andprospecting for gold have given rise to countless folk tales. In the whole country Jilin enjoys a leading position in terms of contemporary Korean, Mongol and Man literature.
¡¡¡¡Local Performing Arts
¡¡¡¡The local operas in Jilin Province include errenzhuan (a form of singing and dancing duet), Jilin opera, Xincheng opera, and Huanglong opera. Errenzhuan is an evolutionary form of Dongbeidayangge (a form of folk dance),northeastern folk songs, and Lianhualao (ballads). As much as 200 years old, errenzhuan is extremelypopular with the public.There is a folk saying going like this ¡°I can give up a meal but not a errenzhuan show.¡± Based on errenzhuan and borrowing some performance styles from other operas, Jilin opera was a new performance art form created in 1959. Typical plays are Tao Li Mei (The Three Sisters), Lord Baogong Apologizes, Yanqing Sells Thread, and An Overnight Cocubine. Xincheng opera in Fuyu County is based on Man octagonal drum music while Huanglong opera in Nong'an County is based on thenortheast¡¯s leather shadow puppets. They are very popular in the two counties.
¡¡¡¡Performance folk art in Jilin includes the Hans¡¯ Dongbei Dagu (drum storytelling), the Mongols¡¯ Wuliger and Halaibao (folk singing), the Koreans¡¯ Pansori and Gudaling, etc. Jilin music has its local and multi-ethnic features.The Koreans, Mongols, and Mans are famous for their singing and dancing. Jilin enjoys a fairly comprehensive variety of fine-art forms. The Haotaiwangbei monument at Ji'an is an engraved stone tablet from the 19th king of the Koguryo kingdom. Besides its significance in politics and history, it is a treasure of calligraphy and stone engraving.
¡¡¡¡The Changchun Film Studio (Changchun Film Group)
¡¡¡¡On October 1st, 1945, the Communist Party of China took over the ¡°Japanese Manchuria Film Co. Ltd¡± and founded the Northeast Film Company, which was later named Northeast Film Studio and in February 1955 was renamed the Changchun Film Studio (CFS). CFS produced the Emperor's Dream, the P.R.C.¡¯s first puppet film (1947); Preventing Plague, the first science fiction film in this country; Catch the Turtle in the Jar, the first cartoon (1948); Save Him to Fight Chiang Kaishek, the first short story film (1948); Bridge, the first full length feature film (1949); and An Ordinary Solider, the first foreign film to be dubbed into Chinese (1949).Overthe years CFS hasprovided batch after batch ofhighly skilled professionals to China¡¯s film or television industry. ¡¡¡¡Changchun Film Theme Park

¡¡¡¡Jilin Province is a major grain production area and an important commodity grain base in China. In 2004, the total grain yield reached 25.1 billion kilos. For years the province has ranked first in the quantity of grain per capita, grain commodityutilization rate, domestic grain exports, and international corn exports. Jilin is a new center of animal husbandry and livestock production, the output value of which realized 39.9 billion RMB yuan in 2004, 42.42% of the total agricultural output value, and it has become the mainstay industry of the rural economy. Jilin Province ranks first in the quantity of meat per capita, and fifth in the quantity of eggs per capita.The organic food industry has been developing rapidly. By the end of 2004, there had been 572 products with organic food brand in the province, with an annual output of 4.23 million tons and an output value of 6,200 million RMB yuan. The cultivated land area for organic agricultural products accounts for 12% of the total agricultural land. Five products of Jilin Province, namely, ginseng, apple-pear, forest fog oil, pine nut and mineral water have attained the national protection for products with place of origin. The processing industry of agricultural products has been developing fast and has grown to be the third largest mainstay and advantageous industry in Jilin Province. In 2004, the sales revenue reached as high as 67 billion RMB yuan.

¡¡¡¡One of the earliest industrial bases in this country, JilinProvince has many large and mid-sized state owned corporations comprising a large proportion of state enterprises in China.Of the 156 national priority construction projectsinChina¡¯s ¡°First Five-year Development Plan¡±, 12were in Jilin Province. They included the First Automotive Works, the Jilin Chemical Fertilizer Plant, the Jilin Dyestuff Plant, the Fengman Hydropower Station and so on, which comprised the principal industrial framework in Jilin. Since the reform and opening up,Jilin¡¯s industry hasentered a new period of growth. Through the adjustment of its structure, expanding of opening up, innovation in its system and technical renovation,the state enterprises have gained vitality. There are large increases in the number of joint stock, foreign-funded and private enterprises. The two core industries; automotive and chemical are becoming increasingly strong. Agricultural products processing, pharmaceuticals and optical electronics information are becoming advantageous industries. In 2004, the added-valued realized by industries above the scale reached 99.43 billion RMB yuan, accounting for 33.6% of the GDP and profits were 17.87 billion RMB yuan.
¡¡¡¡FAW Group
¡¡¡¡FAW Group is a huge automotive enterprise that is acclaimed as the cradle of China's auto industry. Established in 1953 and named by Chairman Mao Zedong, the works produced China's first Liberation truck and the first Red Flag car. Through the painstaking efforts of several generations, FAW has expanded its products from a single model of medium truck to 550 various vehicles. They range from light, medium, and heavy trucks to sedans, buses and compact cars. FAW¡¯s core productivity is in four areas . In medium and heavy trucks, FAW is an international competitor and has the largest production capacity in all of China. In light trucks, the annual production capacity is 60,000 vehicles. For Red Flag cars, the annual capacity is 30,000 and for Jettas 150,000. Since 1956 (when the first truck came off the assembly line) till now, FAW has made a tremendous contribution to the economic construction of China by producing over 7 million vehicles. The auto production exceeded 1 million in 2004.
¡¡¡¡Jilin Petro-Chem Co., Petro China
¡¡¡¡A huge petrochemical enterprise based on the former Jilin Corporation of Chemical Industry (abbreviated as Jilin Chem). The company was the first large-scale chemical facility in China, as shown by its three enormous chemical plants (Jilin Chemical Fertilizer, Dyestuff, and Calcium Carbide) that were among the 156 key national projects in the ¡°First Five-year Development Plan¡±. It was constructed in 1954 and started production in 1957. The largest base of ABS production in the country, Jilin Petro-Chem Co., Petro China is one of the leading manufacturers of polyethylene, ethanediol, ethylene-propylene rubber, organo-silicon, and benzene products. With 103 sets of large equipment, the enterprise can achieve a production capacity of 570,000 tons and provide 6 million tons of almost 100 kinds of petro-chem products every year.
¡¡¡¡The Reform of State-owned Enterprises
¡¡¡¡State-owned enterprises (SOEs) of Jilin Province once contributed greatly to the economic development of the whole country. But with the deepening of the reform and opening up and the development of the market economy, the systematic and structural problems accumulated under the planned economic system over a long period of time become more and more obvious, which hindered the development of the SOEs. In accordance with the deployment of the central government, Jilin Province speeded up the SOE reforms and promoted the strategic restructuring of the state-owned economy, through which a batch of SOEs were injected with new energy and vitality again. In 2005, holding the strategic opportunity of revitalizing the traditional industrial bases in Northeast China, Jilin Provincial Committee of the CPC and Jilin Provincial Government started hard battles of reforming 816 state-owned and state-holding industrial enterprises in the province. With the principle of being favorable to the development of the enterprises, maintenance of the interests of the employees and mobilizing the enthusiasm of reformers, the reform will try to accomplish four ¡°putting into places¡±, namely the overall restructuring, disposal of creditor¡¯s right and liability, transforming of employment relations and exiting of the state capital, and basically establish the modern corporate system. To ensure the smooth operation of the reform, based on the relevant regulations of the state, Jilin Province stipulated a series of policies and measures to support and promote the reform, which have achieved fairly good result.

¡¡¡¡Since the reform and opening up, the service industry of Jilin Province has been growing rapidly. Especially in recent years, tourism, information, advertising, real estate andsocial serviceshave also undergone a rapid upsurge. Over 2,000 marketplaces have been built, of the largest of which are the Changchun International Exhibition Center, Changchun Auto Trade Center, Changchun Fruit Market Terminal, Changchun Guangfulu Road Market and the Jilin Cereals Market Terminal. ¡¡¡¡By the end of 2004, the total mileage of Jilin Province was 47,255 kilometers. It has also been under different jurisdictions and hence has carried different names: Mid-east Railway of China, Jilin-Changchun Railway, Manchurian Railway, Changchun Railway of China, and Jilin Railway Bureau.Now Changchun is the hub, the main lines being¡ªChangchun-Dalian, Changchun-Harbin, Changchun-Tumen, and Changchun- Baishan. 2004 saw a railway freight volume of 49.986 billion kilometer tons, a transport volume of 14.68 billion passenger kilometers, anda passengervolume of 53.46 million riders.

¡¡¡¡Jilin civilaviation started in 1932. Since the founding of the PRC it has been gradually growing. Now there are over 40 international and domestic air routes using Changchun airport as their center, connecting neighboring countries and regions, such as Hong Kong, Seoul of Korea, Tokyo and Sendai of Japan, etc. Changchun Longjia International Airport is a major construction project during the ¡°Tenth Fiver-year Development Plan¡± of Jilin Province. It will be opento air traffic in August 2005 with the capacity to handle 2.5 million people annually.

¡¡¡¡Post and telecommunications in Jilin Province have been developing rapidly. With 6.674 million fixed telephone users, 7.629 million mobile phone users, and 1.4 milliondial up internetusers, the total value of post and telecom services in the province was 21.128 billion RMB yuan in 2004

¡¡¡¡The support and guarantee of finance for Jilin¡¯s economy has been remarkably enhanced. In 2004, the deposit balance of RMB and foreign currencies in the financial institutions were 380.41 billion RMB yuan, among which the savings deposit balance of the urban residents were 250.84 RMB yuan, and the loans¡¯ balance of RMB and foreign currencies in the financial institutions were 356.41 billion RMB yuan.Jilin Province was designated by the state as a pilot unit for deepening the reform of rural credit unions in China.In June 2004, the Federation of Rural Credit Unions was set up in Jilin Province. Anhua Rural Insurance Co. Ltd., the first specialized stock enterprise of rural insurance in Northeast China, was officially established in Jan. 2005.

¡¡¡¡With the steady development of the economy, the income of the province¡¯s rural and urban population is growing and their standard of living improves from year to year. In 2004, the governable income per capita of the urban inhabitants reached 7,840.6 RMB yuan while the net income per capita of the rural inhabitants was 3,000.4 RMB yuan; consumption expenditure per capita of the urban and rural inhabitants were 5,492 RMB yuan and 1,816 RMB yuan respectively; and theEngel¡¯s coefficient (which indicates the share of income spent on food)of the urban inhabitants was 35.6% while that of the rural inhabitants 44.1%. The living conditions for the urban and rural population have kept on improving, with 16.28 square meters of living space per capita for urban dwellers and 19.75 square meters for rural dwellers. There have been remarkable effects in employment and reemployment as well. The registered unemployment rate of the whole province was 4.2% at the end of 2004. The social security system has been continuously improved. By the end of 2004, beneficiaries of the pension insurance of the whole province have reached 4.39 million, social managed rate of retirees from enterprises was 90% and the social granting rate of pensions was 94.56%. The system ofminimum living standard has been built up. The social relief system has been further developed.

¡¡¡¡By 2004 there were 145 nations and regions in the world that had had business relations with Jilin Province. The total export volume amounted to US$6.793 billion in 2004. ¡¡¡¡The construction of development zones has been developing rapidly even since its start in 1988. There are 48 development zones of various kinds in the province, four of which are national zones (Changchun Economic and Technological Development Zone, Changchun of New and High Tech Industry Development Zone, JilinNew and High Tech Industry Development Zone and Hunchun Border Zone for Economic Cooperation) and 44 provincialzones. In 2004, being an important economic growth point, the development zones generated an output value of 105.77 billion RMB yuan, accounting for 35.8% of the GDP of the province.

¡¡¡¡Jilin Province has plentiful, excellent and favorable tourist resources¡ª unique places of cultural interest and various natural scenic spots of all shapes and kinds.
¡¡¡¡Natural and Humanistic Scenic Spots
¡¡¡¡¡°With the peaks holding up the Heavenly Lake and rare wonders hidden in the sea of forest¡±,the Changbaishan Mountains in the east of the province is a specialplace for everybody. In 1983 Deng Xiaoping climbed up the Changbaishan Mountains and exclaimed that ¡°it would be a life-long regret if you don't climb Changbai¡±. The Heavenly Lake in the Changbaishan Mountains is the biggest craterlake in China. The legend about the monster in the Heavenly Lake adds to the mystery of the body of water. Coming down from one side of the lake, the Changbaishan Falls seem like a long-piece of white ribbon. The falls are the origin of the Songhuajiang, Tumenjiang and Yalujiang rivers. A vast desolate panorama is formed by the Grand Changbai Canyon¡¯s (discovered just a few years ago) grotesque peaks, fantastic rocks, deep and secluded valleys, beautiful waters, ancient trees, and rare grasses. The silvery Jilin frost carries a poetic and artistic conception of spring; it is considered ¡°Spring in Winter¡±. Jilin¡¯sfrost is one of the four great natural wonders in China. The other three are Guilin's landscape, the stone Forest in Yunnan, and the Three Gorges of the Yantze River. In 1991, on his inspection tour of Jilin, President Jiang Zeminpoetically praised the scenery of ¡°frostclad willows on the banksof the cold river, trees with blossoms carved out of flawless white jade.¡± A national scenic spot, the choppy Songhuahu Lake is lined by green trees and reflections of the mountains in the water, too much for the eye to take in. Sanjiaolongwan, the deep crater of an ancient volcano now filled with water, is a truly beautiful place. Changchun, in the middle of the province, has Jingyuetan reservoir. It has crystal clear water and vast stretches of green trees. It is a national forest park and is thought to be the biggest man-made forest in Asia. The Xianghai Nature Preservation Zone at Tongyu in the west has great biodiversity, and of China¡¯s sevenmain wetlandsit is the largest. The World Wildlife Fund rated it as a Class A nature preserve on the list of World-Famous Wet Lands. The Clay Forest at Qian'an presents all kinds of shapes and figures in different postures and is of infinite interest. Owing to the different shapes, it is alsocalled the ¡°embankment of wolves teeth¡±, andbecause of the feeling of terror that it gives, it is also called the ¡°haunted valley¡±.
¡¡¡¡The splendid Gaogouli Relics in Ji'an, which has been listed in the World Heritage, are well known worldwide. The ¡°Grand General's Tomb¡± is regarded as an ¡°Oriental Pyramid¡±. Haotaiwang Stele is a treasure of Chinese tablet engraving. The fine carvings on the architecture of the buildings in the ancient town of Yehenara at Siping embody the principal features of Man culture.It is a place of interest noted for the local customs. The Imperial Palace in Changchun is where Puyi, the Manchurian puppet emperor resided. It has been designated by the state as an important place for patriotic education. There are also buildings where the state council and the eight ministries of the Manchurian puppet regime functioned as the governing center. The Japanese palace style complex is listed as a Jilin cultural relic. The ancient town of Huanglongfu in Nong'an County used to be an important settlement and economic and cultural center of the Liao and Jin Dynasties. The Liao Pagoda in the county is famous far and wide.
¡¡¡¡Furthermore, the town of Aodong of the Bohai Kingdom in the Tang Dynasty located at Dunhua, the Lingguangta Pagoda of the Tang Dynasty at Changbai, the dragon and tiger stone carving of the Qing Dynasty in Hunchun, the Confucian Temple in Jilin, Diaoshuihu Karst Cave in Shuangyang County, the Guanma Cave in Panshi, the volcanoes in Yitong, the Five Women Peak in Ji'an, Lafa Mountain in Jiaohe, Luotongshan Mountain in Liuhe, Shanmen at Siping, Xianjingtai in Helong County, Fangchuan at Hunchun, etc. are all natural and humanistic scenic spots. All of the above are shining diamonds spread over the vast space of the province. They are so enchanting that tourists from both home and overseas are unable to tear themselves away once they are there.
¡¡¡¡The Jilin Meteor Shower
¡¡¡¡At 2 minutes and 36 seconds after 3 o'clock on March 18th, 1976, meteors showered down on the northwestern suburbs of Jilin City and onYongji County, covering an area of 500 square kilometers. The 138 pieces of meteorite collected, weighed 2,616 kilograms. The largest piece, Meteorite 1 weighs 1,770 kilograms and isthe largest meteorite inthe world. The shower¡¯s wide coverage and the number of fragment collected and their combined weight are exceptionally rare. The meteorite specimens are on display in the Jilin Meteorite Museum, the only museum of its kind in China.
¡¡¡¡Tourist Products
¡¡¡¡After years of construction and development, the tourist spots of Jilin Province have grown to more than 300 innumber, a network consisting of Jingyuetan Lake at Changchun, Songhuahu Lake, Beidahu Ski Run in Jilin City, and the Xianghai Marsh in Tongyu County, with the eco-tourism area in the Changbaishan Mountains as the highlight. In 2004, the patent application and patent authorization accumulated to 35,000 and 18,000 respectively in Jilin Province.Thanks to scientific and technological advantages, a group of major industries, enterprises and new economic growth points have formed inthe province.
¡¡¡¡For many years Jilin Province has been heavily laden with scientific and technological achievements. The scientific research institutes in Jilin were the first in China to produce synthetic rubber, microscopes, optical glass, ruby lasers, Red Flag sedans, railway passenger cars, subway cars, completely separated rare-earth elements, and high-resolution nuclear magnetic spectrometers.
¡¡¡¡Development of Education
¡¡¡¡The education of Jilin Province is fairly developed. There are 65 institutions of higher learning of various types, such as Jilin University, Northeast Normal University (NENU), etc. with an enrolment of 483,800 students, 43 of which are regular institutions of higher learning with 362,200 students. There are 190 college students every 10,000 people, which ranks 6th in the nation. The gross rate of enrollment for higher education is 23%, 6 percentage points high than the country¡¯s average, which means that higher education has been popularized. There has also been a great deal of development in primary and secondary school education, adult education, vocational education, special education and ethnic education.
¡¡¡¡Jilin University
¡¡¡¡Jilin University is a key institution of higher learning under the direct leadership of the Ministry of Education. Based on the Northeast College of Administration, which was founded in 1946, in 1950 it was renamed Northeast People's University and in 1958 it was again renamed Jilin University. It is a national comprehensive prestigious university. It is also an important research base for fundamental science and for preparing high caliber personnel. The new Jilin University was founded in 2000, consisting of the previous Jilin University, Jilin Industrial University, Bethune University of Medical Sciences, Changchun University of Science and Technology, and the Changchun Postal and Telecommunication College.Thereare 129 undergraduate disciplines, 128 academic programs granting degrees in Class 1 subjects, 245 master degree programs, 143 doctorate programs, 27 postdoctoral mobile research centers, and 17 national key academic subjects. There are 63,000 full-time students, of whom 17,000 are masters or Ph.D. candidates.

¡¡¡¡Culture
¡¡¡¡Cultural activities in Jilin Province are flourishing. The province has 65 performance troupes of different types. There are 62 public libraries, 22 museums, 97 archives, and 75 cultural centers. In August 2004, the 6thAsian Art Festival was successfully held in Jilin Province.
¡¡¡¡Radio and Television
¡¡¡¡The radio broadcasting industry of Jilin Province started in November 1945 when the Jilin Broadcasting Station began its service. There are 10 radio stations and 41 county radio or television stations, reaching 96.53% of the population. Television broadcasting in the province began in October 1959 when the Experimental Television Department, a new division of the Jilin People's Broadcasting Station, started transmission. Now there are 10 television stations with 68 channels, reaching 97.69% of the population.
¡¡¡¡Journalism and Publishing
¡¡¡¡Journalism and publishing are flourishing and excellent works continue to appear. A large number of books have won national or provincial prizes. The Publishing Group of Jilin Province was officially set up in 2003. In 2004, it published 78 kinds of national and provincial newspapers, 233 kinds of periodicals (magazines), 3,826 kinds of books, 420 kinds of audio and visual products and 110 kinds of electronic publishing materials.
¡¡¡¡Sports
¡¡¡¡There are rich and colorful popular sporting activities. In competitive sports Jilin Province enjoys advantage in some athletics programs¡ªshort track speed skating, figure skating, free-style skiing, shooting, archery, wrestling, weight lifting, cycling, etc. The 6thAsian Winter Games will be held in Changchun in 2007.
¡¡¡¡Health
¡¡¡¡By the end of 2004, the province had 8,219 health organizations, among which are 594 hospitals, 9 emergency centers in cities or prefecture, 824 rural health infirmaries and 76 epidemic prevention and control organizations. There are 86,400 beds with 3.19 beds for every 1,000 people. There are 161,500 medical workers with 4.75 medical workers for every 1,000 people.The quality of the public¡¯s health is improving and the average life expectancy has reached 71 years, up from only 39 years before the founding of People¡¯s Republic of China.
¡¡¡¡XII. Revitalization of Jilin¡¯s Traditional Industrial Bases
¡¡¡¡As an important component of the traditional industrial bases in Northeast China, Jilin Province made great contributions to the economic construction of the whole country. The implementation of the strategy of revitalizing Northeast China and other traditional industrial bases by the CPC Central Committee and the State Council provides Jilin Province with an important opportunity for further speeding the development. In face of the new opportunity, Jilin Province proposes to adhere to the guidance by the scientific development concept, make great efforts to advance systematic and mechanism innovation, industrial and scientific and technical innovation, look on international and domestic markets and two resources, base itself upon the existing foundation, bring comparative advantages into play, stick to the road of new type of industrialization and promote and realize leap forward development.
¡¡¡¡Overall Goals
¡¡¡¡To build Jilin¡¯s traditional industrial bases into new type of major industrial bases of the country from 2003 to 2010 or in a longer period of time, specifically, to realize the strategic adjustment goal of the state-owned economy, to establish a sound system and mechanism of the market economy, to complete the task of industrial layout and base construction, to effectively ease the urban and rural employment problem, to perfect the social security system, to noticeably improve the living standards of the people and to achieve the coordinated development of the economy, society, people, resources and environment. Till 2010, the GDP of the province is expected to reach 480 billion RMB yuan, with an average annual increase of around 10%. The structural proportion among the three industries will be adjusted to 13: 50: 37. The financial revenue will increase in step with the GDP. The governable income per capita for urban inhabitants will increase over 10% annually. The net income per capita for farmers will maintain an annual increase of over 7%. Accumulative new employment of the whole society will be 2.7 million people.
¡¡¡¡Industrial Layout
¡¡¡¡Till 2010, the accumulative investment of Jilin Province will have exceeded 1,000 billion RMB yuan with implementation of 600 major projects, focusing on the construction of the five industrial bases, namely, auto, petrochemicals, agricultural products processing, modern Chinese medicine, bio-pharmacy, photoelectron information and other new and high technologies.
¡¡¡¡In the construction of the auto industrial base, Jilin Province will give its full support to grow FAW even bigger and stronger, vigorously develop auto parts industry and actively develop auto trade and its services. The expansion project of FAW vehicles with a total investment of 17 billion RMB yuan has already been in operation, which will help to build production bases of FAW-VW¡¯s 660,000 sedans, FAW¡¯s 100,000 sedans and 100,000 trucks. Till 2010, the auto output of the whole province will reach 1.5 million, the sales revenue of the auto industry will rise from 117.7 billion RMB yuan in 2003 to 320 billion RMB yuan, and the local content of auto parts will rise to around 50%.
¡¡¡¡In the construction of petrochemical base, Jilin Province will takeJilin Petro-Chem Co., Petro Chinaand Jilin Oilfield as the head, stick to the road of multiple material resources, fine and deep processing of products and industrial extension, optimize the structure, expand the scale and raise the efficiency. A batch of major projects, represented by 600,000-ton ethylene ofJilin Petro-Chem Co., Petro China and increase of crude oil production by 1 million of Jilin Oilfield, will be implemented. Jilin Province will make full use of reproducible resources, build the project of deep oil shale ¡®s deep processing and its comprehensive utilization and actively develop coal chemical industry. Till 2010, the sales revenue of petrochemical industry will grow to 100 billion RMB yuan from 42.3 billion RMB yuan of the year 2003.
¡¡¡¡In the construction of agricultural products processing base, Jilin Province will rely on its abundant agricultural products resources and ecological advantage to develop three major industries, including the deep processing of corn and soybean, the deep processing of livestock, poultry and dairy products and the ecological food on the Changbaishan Mountains. A number of projects will be implemented, such as two 4 million-ton corn deep processing projects of China Resources and Changchun Dacheng, 200 million chicks of Deda, 1.8 million hogs of Jilin Huazheng, comprehensive processing of 500,000 million cattle of Changchun Haoyue, etc. We will try to create the brand of¡°Changbaishan Mountains¡±, develop industries of ginseng, mineral water and wild mountain delicacies and build the ¡°Development Project of Ecological Food on the Changbaishan Mountains¡±. Till 2010, the sales revenue of agricultural products processing industry will rise to 200 billion RMB yuan from 43 billion RMB yuan in 2003.
¡¡¡¡In the construction of modern Chinese medicine and bio-pharmacy base, we will base on the medicinal resources of the Changbaishan Mountains and the advantage in the biological technology to develop modern Chinese medicines and bio-pharmacies, improve the capability of independent research and development, further develop the two medicine towns of Tonghua and Dunhua, support the development of a batch of pharmacy enterprises like Tonghua Dongbao and Yanbian Aodong, build some national research and development centers for pharmacy engineering to develop and introduce technologies. Till 2010, the sales revenue of the province¡¯s pharmaceutical industry will amount to over 50 billion RMB yuan.
¡¡¡¡In the construction of new and high tech industrial base, we will stress the development of photoelectron information, software, new type of materials and modern agricultural technologies, with the Changchun National Photoelectron Industrial Base as the core, construct engineering and research centers for LCD displays, special engineering plastics, etc., and build Changchun Optical Valley and specialty industrial groups of new and high technologies. Till 2010, the sales revenue of the new and high tech industry will stand at 180 billion RMB yuan.
¡¡¡¡While facilitating the construction of the five industrial bases, Jilin Province will also foster specialty industries including energy, metallurgy, building materials, textile and tourism to extend the industrial chain, form industrial groups so as to support and promote the fast development of the whole province.
¡¡¡¡Centering upon the construction of the national new type of industrial base, Jilin Province will enhance the construction of energy, transportation, water conservancy and urban infrastructure, implement a batch of major expansion projects for power plants, facilitate the development of clear energy such as wind power, hydropower, etc., and start the preparatory work for nuclear power. Till 2010, the total installed capacity will exceed 13 million kilowatt. Jilin Province will also build the high-grade highway of Changchun-Hunchun, quicken the construction of Dongbiandao Railway running across the east of the Northeast, complete the construction of Changchun Longjia International Airport and Changbaishan Tourist Airport, intensify the construction of urban infrastructure and to improve the environment quality and the urban functions.
¡¡¡¡Good Start
¡¡¡¡In 2004, under the correct leadership of the Central Committee of the CPC and the State Council, with the joint efforts of the whole population in the province, the revitalization of Jilin¡¯s traditional industrial bases achieved a good start. The province realized an output value of 295.82 billion RMB yuan, an increase of 12.2% over the previous year that was a rather high increase in the last seven years. The GDP per capita historically exceeded 10,000 RMB yuan. The financial revenue from all channels based on the regular budget was 32.9 billion RMB yuan, increasing by 13.7%. The agriculture scored a new breakthrough with the total grain output reached a historical high of 25.1 billion kilos, an increase of 1.25 billion kilos. The added value realized by industrial enterprises above the scale amounted to 99.43 billion RMB yuan, increasing by 18.6%, with a net profit of 17.87 billion RMB yuan after balancing the profit and loss. The social retailing volume of consumptions was 125.26 billion RMB yuan, an increase of 12.8%. The total foreign trade volume was US$ 6.79, increasing by 10.5%. The inflow of capital from outside of the province was 12.1 billion RMB yuan and the foreign direct investment was US$ 450, increasing by 30.9% and 42.3% respectively. The new urban employment was 390,000 people and the urban registered unemployment rate was controlled around 4.5%. The governable income per capita for urban dwellers was 7,841 RMB yuan whereas the net income per capita for rural dwellers was 3,000 RMB yuan, an increase of 11.9% and 18.6% respectively.
¡¡¡¡In face of the future and the development, Jilin Province will firmly grasp the strategic opportunity of revitalizing traditional industrial bases and firmly hold the development as the top priority. Guided by the concept of scientific development, with reform and innovation as the driving force and speeding up development as the core, we will vigorously put forward the process of industrialization, urbanization and agricultural modernization. With fully stored energy, we will enhance the development measures, quicken the development pace, ¡°strive for projects upward and facilitate township development downward, promote foreign investment and foster domestic enterprises¡±, and try to speed up the development from ¡°walking fast¡± to ¡°running fast¡±. With this faster, better and bigger development, we will revitalize Jilin into a strong province with prosperous people and a harmonious society. |
