（一）项目建设背景：白山市铁矿资源十分丰富，年产铁精粉近100万吨。用直接还原铁在大型电炉炼钢已成为世界广泛采用的成熟技术，被列入我国钢铁工业发展规划。目前，我国钢铁产量已超过4亿吨，居世界首位，但结构不尽合理，高炉生铁多，海绵铁少；低附加值普通钢材多，优质高效钢材少。据预测，“十一五”期间，我国废钢铁产业总的形势是消耗增加，资源偏紧，缺口较大，直接还原铁年需求量将达到1500万吨。白山市委、市政府抓住通化钢铁公司大发展机遇提出了“围钢战略”，该项目建设地点距通钢仅36公里，处在合理经济半径区域内，发展潜力巨大。

ⅠProject Description:
1. Project Outline: Rich in iron resource, Baishan City yields iron fine 1,000,000 t/y. Using direct reduction iron as raw material in steel-making in large electric furnace which is a technique widely adopted by many in the world is listed in the development plan of China’s iron and steel industry. Though China is the country with the largest steel output of 0.4 billion tons, the product structure is inappropriate: the production of blast furnace iron is more than that of sponge iron; the production of plain carbon steel products with low added-value is more than that of high-quality steel. As predicted, a big gap between the increasing consumes and resource shortage exists in the scrap steel industry in the “eleventh five-year plan”. And the demand for the direct reduction iron will reach 15000,000 tons. To take advantage of the development of TONGHUA IRON & STEEL GROUP CO., LTD, Baishan municipal party committee and the city government office draw the strategy of Encircling the Steel and the construction site is only 36km from TONGHUA IRON & STEEL GROUP CO., LTD. Within the proper economic radium area, the development potential is enormous.
2. Construction Scale& Product Scheme: coal-base direct reduction iron output: 300,000 tons/y.
3. Estimated Economic Performance: Annual sales income will be RMB 1,553,000,000, profit before tax RMB 273,480,000 and retained profit RMB 205,110,000 when the project is put into operation.
4. Total Investment: RMB 149,870,000, including construction investment RMB 130,180,000 and working capital of RMB 19,690,000.
