一、项目简介
（一）项目建设背景：位于白山市区的浑江发电公司经过多年发展已形成65万千瓦机组发电能力，每年排放粉煤灰120万吨，现有两个储灰场粉煤灰储灰量已超过3000万吨以上。正在建设的白山热电公司2×300MW机组投产后，两座电厂每年排放粉煤灰总量将达到240万吨。另外，全市现有煤矸石存放量达到4000多万吨。这些固体废弃物既占用了土地、污染了环境，又影响了生态植被，成为制约可持续发展的主要问题。粉煤灰中氧化铝含量在30%以上，煤矸石中氧化铝含量在35%以上。利用电厂粉煤灰生产20万吨氧化铝，每年可消耗粉煤灰80～90万吨,具有较高的经济效益和社会效益。
（二）项目建设内容及规模：年产氧化铝20万吨、水泥200万吨。
（三）经济效益预测：项目建成达产后，年可实现销售收入14.6亿元，利润3.9亿元，税金1.43亿元。
（四）项目总投资：18.9亿元

Alumina Refine and Cement Co-production from Fly Ash
by Baishan Economic Development Zone

ⅠProject Description:
1.    Project Outline: Located in the urban district of Baishan City, Hunjiang power plant can generate electricity 650,000 kw after years of development and also fly ash 1,200,000 t/y. The storage of fly ash in its two stores exceeds 30,000,000 tons. When the2×300MW unit of Baishan thermoelectricity cooperation which is under construction puts into operation, the two plants can produce 2,400,000 t/y fly ash. In addition, the coal gangue storage in the city is over 40,000,000 tons. The solid castoff which occupies land, pollutes the environment and affects the ecology is a serious issue which limits the sustainable development. The 30% of the fly ash is made up of alumina and over 35% of coal gangue. Taking the fly ash from the power plant, the project can yield 200,000 tons alumina and consume 800,000～900,000 tons fly ash annually. The project brings high economic and social benefits.
2.    Construction Scale & Product Scheme: annual output of alumina: 200,000 tons, cement 2,000,000 tons.
3.    Estimated Economic Performance: Annual sales income will be RMB 1.46 billion, profit RMB 0.39 billion, and taxes RMB 0.143 billion when the project is put into operation.
