1. Project Outline: The government pays a special attention to the energy saving problem in building industry in recent years. The Ministry of Construction requires the energy saving in building industry should be 50%. Civilian Use Construction Energy Saving Design Standards (JGJ26—95) is applied to new built heating residential buildings. The standards should be fully carried out in the big and medium cities in severe cold and cold area small cities by the end od 2005 and all the counties by the end of 2007. This is the policy foundation for the project.

3. Estimated Economic Performance: The outer wall thermal insulation materials are widely used in Beijing, Shanghai and other major cities in recent years. A survey is conducted, which shows that the demand for the thermal insulation gelatine powder in China is around 10，000,000 tons, and cannot meet by the internal production.
