－－With a view to establishing the long-term platform where China and the other Northeast Asian countries enjoy mutual benefits, interchange and communication, competition and development.
Background
Northeast Asia, the economy is largely characterized by its geographic features, embraces the Northeast, North and Northwest of China, Japan, the Republic of Korea, the Democratic People’s Republic of Korea, Mongolia and Far East Area of Russia, having in it a total area of 17,280,000 square kilometers and a population of 680,000,000 and taking up 1/5 of the world’s economic volume.
Now the total volume of import and export trade between China and the other five Northeast Asian countries constitutes 25% of China’s total foreign trade volume. Being the center of Northeast Asia, Jilin Province connects the Democratic People’s Republic of Korea, Republic of Korea and Japan in East Asia and borders on Far East Area of Russia.
In 1991, United Nations Development Programme (UNDP) advocated the development and cooperation in Tumen River Area, which aroused great interest in the area from the world. There have been 8 consecutive intergovernmental consultation and coordination meetings on Tumen River Area Development Project since 1995. In 2003, the Chinese Government proposed the strategic measure of speeding up the revitalization of Old Industrial Bases in Northeast China, which upgraded the initiative of participating in the development and cooperation in the expanded area as Northeast Asia by countries all over the world. In October 2003, Premier Wen Jiabao put forward the proposal of enlarging the regional cooperation in Northeast Asia and speeding up the revitalization of Old Industrial Bases in Northeast China during the meeting of heads of governments participated by China, Japan and the Republic of Korea while attending the Asean Summit (ten plus three), which has drawn positive response from the international community.
During the First China Jilin ·Northeast Asia Investment and Trade Expo in Sep. 2005, Mr. KIM HAK SU, UN Under-Secretary-General, Mr. Khalid Malid, UNDP Resident Representative in China and senior governmental officials from China, DPRK, Mongolia, ROK and so on made keynote speeches at the Forum on Northeast Asian Economic Cooperation and Greater Tumen River Area Investment and Development as well as the 8th Intergovernmental Consultation and Coordination Conference on UNDP Tumen River Area Development Project.
Vice Premier Wu Yi of P.R.China proposed three important suggestions concerning Northeast Asia cooperation in her keynote speech at the Opening Ceremony of the Forum on Northeast Asian Economic Cooperation and Greater Tumen River Area Investment and Development during the First China Jilin ·Northeast Asia Investment and Trade Expo, which met active response from related countries. The “Great Tumen River Action Plan”, which was signed during the 8th Intergovernmental Consultation and Coordination Conference on UNDP Tumen River Area Development project, decided to extend the agreement on Project Consultative Commission signed in 1996 for another 10 years and rename “Tumen River Area Development” as “Greater Tumen River Area Cooperation”. The Conference examined and approved the motion by the Chinese Government and reached consensus on six bilateral cooperative projects such as jointly establishing financial management capital by five member countries, cooperatively building Sino-Russian Hunchun Hasan Road Port Project, Timber Processing, Storing and Wholesaling in Sino- Russian Hunchun Kraskino, etc., which pushed the process of Tumen River Area Cooperation and Development from research study to practical operation.
The Second China Jilin ·Northeast Asia Investment and Trade Expo Achieved a Complete Success.
Reviewing the circumstances of holding the last two Expos, we conclude that there are four outstanding achievements. The first achievement is that the size of participants has expanded. For instance, 30 thousand investors and merchants participated in the 1st China Jilin Northeast Asia Investment and Trade Expo. Among them, 4 thousand were from foreign countries. While during the 2nd Expo, the total number of investors and merchants exceeded 40 thousand. Foreign participants accounted for over 6,100. The second achievement is that the number of VIPs has increased. There were 53 political VIPs, ranking deputy ministerial level or above, from both home and abroad in the 1st Expo; whereas the number increased to 83 in the second. Furthermore, there were 52 FORTUNE Global 500 companies participated in the 1st Expo; while during the 2nd the number accounted for 71. Next achievement is expanded scale of participating countries and regions. There were a total of 46 different countries and regions participating in the 1st Expo, comparing to the number of 54 during the 2nd. The overall person-times of the 1st Expo were 200 thousand; whereas the number during the 2nd exceeded 300 thousand. The last achievement is the effective outcome. The total foreign trade value of the 1st Expo was 292 million USD. At the end of the 2nd Expo, the foreign trade value reached 384 million USD. Comparing with 132 contracted projects which brought in investment of 36.79 billion RMB in the 1st Expo, there were 255 projects contracted during the 2nd Expo which brought in total investment value of 57.8 billion RMB. The implemented ratio of signed contracts in the 1st Expo reached 80.4%. Activities, such as Business Weeks (Days) including Russian Business Week, and the economic cooperative forum of Northeast Asia all completed fruitfully. The Expo becomes more and more important in revitalizing the Northeast Old Industrial Bases of China and in promoting the economic cooperation in Northeast Asia.

Orientation: China Jilin ·Northeast Asia Investment and Trade Expo is an active action which China takes to promote the economic and trade cooperation between China and the other Northeast Asian countries, with a view to establishing the long-term platform where China and the other Northeast Asian countries enjoy mutual benefits, interchange and communication, and development. Aiming at building it as the No.1 Expo in North China and gradually as an elite Expo in China and even in the world, with the theme of Northeast Asia Area regional cooperation and revitalization of old industrial bases in Northeast China, and with a view to highlighting the features of internationalization and economic and trade cooperation, the regional characteristics of Northeast China and Northeast Asia, the expo is open to business circles all over the world and is composed mainly of three parts, namely commodity trade, investment and cooperation and summit forum. Adherence to the way of combining government guidance and market operation, the expo is supposed to become a platform both for commodity trade between China and other Northeast Asian countries and the world and for investment and cooperation during the drive of revitalizing Northeast old industrial bases, through which participants could seek business opportunities, achieve development and realize common prosperity.
Theme: Opportunity, interchange, cooperation and development
Aim: To establish cooperation platform, create the brand of inviting investment, display the image of the region and promote common development of all the parties concerned.
Principle: To stress economic efficiency, upgrade the level of opening, integrate essence of all parties and highlight the special characteristics of Northeast Asia, with an economical and plain style and warm and orderly atmosphere.
Contents: Composed of three main parts including commodity trade, investment and cooperation, summit forum, and secondary part of cultural and sport exchange, etc..
Commodity trade: demonstrating the famous, advantageous and special products of Northeast Asian countries and some of the provinces, regions and cities in China, arranged by industries with products in the same industry concentrated in the same area, conducting trade discussions, establishing trading platform between China and Northeast Asian countries and the world.
Investment Negotiation: Organizing Northeast Asian countries and some of the provinces, regions and cities in China to introduce projects, investment environment and policies, to publish the information of inviting outside investments, inviting different types of investment organization and investors from home and abroad to participate in the Expo and carry out business talks in varied ways to expand investment and cooperation, highlighting Business Day activities of different countries.
Summit Forum: Based upon the proposal of “Expanding the regional cooperation in Northeast Asia, Quickening the revitalization of Northeast old industrial bases” by Premier Wen Jiabao, holding the Summit Forum on Economic Cooperation in Northeast Asia Area, inviting Fortune Global 500 Companies and Chinese 500 Power to take part in the forum so as to raise the level of the cooperation forum, push the development of economic cooperation in a deeper and wider sense, and to commonly build a prosperous and harmonious Northeast Asia.

·There are seven exhibition halls of A, B, C, D, E, F and G in Changchun International Convention and Exhibition Center, with a total area of 75,000 square meters. There is also a 15,500-square-meter outdoor exhibition area, and a 6,000-square-meter ceremony square.

The Third China Jilin ·Northeast Asia Investment and Trade Expo will set up three major exhibition areas: Commodity Trade Exhibition Area, Investment and Cooperation Exhibition Area, Service Trade Exhibition Area, with 2,200 international standard stands.
·Commodity Trade Exhibition Area
Mainly displaying the famous, advantageous and special products of Northeast Asian countries and some of the provinces, regions and cities in China, arranged by industries with products in the same industry concentrated in the same area, namely, auto and spare parts, food stuff( farm produce and its byproducts), high-tech( electronics), medicine, chemical industry, metallurgy, building material and light textile.
·Investment and Cooperation Exhibition Area
Mainly displaying the overall image, investment environment and investment projects of Northeast Asian countries and some of the provinces, regions and cities in China.
·Service and Trade Exhibition Area
Mainly displaying the achievements and business opportunities in the service industry including tourism, transportation, finance and insurance in Northeast Asian countries and some of the provinces, regions and cities in China.

Exhibition Stand Fees
There are 3 kinds of stands as following, which are designated and equipped at the international standard.
·The standard stand: 720 USD, 6,600 Yuan RMB
· Unoccupied space indoor: 72 USD, 600 Yuan RMB per square meter
· Unoccupied space outdoor: 36 USD, 300 Yuan RMB per square meter
· The same exhibition stand fee is applicable for all participating enterprises within or outside of Northeast Asia.
· Enterprises in China are expected to pay the quoted price in RMB.
Stands Confirmation
· The Executive Committee Secretariat of the Expo will arrange the stands upon receiving an confirming the registration forms for the Third China Jilin ·Northeast Asia Investment and Trade Expo.

2005年9月，在第一届中国吉林?东北亚投资贸易博览会期间，联合国副秘书长金学洙、联合国开发计划署常驻中国代表马和励以及来自中国、朝鲜、蒙古、韩国等国的政府高级官员分别在东北亚区域经济合作暨大图们江区域投资发展论坛、UNDP图们江区域开发项目第八次政府间协商协调会议上就东北亚区域合作发表主旨演讲。
中华人民共和国国务院副总经理吴仪在第一届中国吉林?东北亚投资贸易博览会东北亚经贸合作暨大图们江区与投资发展论坛主旨发言中，就推进东北亚合作提出三点重要建议，并得到相关国家的积极回应；同期召开的UNDP图们江区域开发项目第八次政府间协商协调会议签署了“大图们江行动计划”，决定将1995年签署的项目咨询委员会协议再延长十年，并将“图们江区域开发”更名为“大图们江区域合作”；审议通过中国政府提出的对案，达成了五个成员国共同建立财政管理资金，合作开发建立中俄珲春哈桑路港关工程建设?p中俄珲春克拉斯诺木材加工储运批发等六个双边合作项目的共识，使图们江区域合作开发从会议研究阶段转入实质操作阶段。
