1.1 Introduction to technical achievements
The technical achievement of the project is the “calibrator for motor vehicle headlight detection instrument”, which can effectively ensure the accuracy of the motor vehicle headlight detection instrument, reduce the preparation time for alignment, and improve the work efficiency.
1.2 Core technical analysis
The “calibration device for motor vehicle headlights” is independently developed by Jilin Lance Technology Co., Ltd., and the product is the first in China. The company has mastered two core technologies and is at an advanced level in the development of calibration devices for motor vehicle headlights, with no domestic or foreign competitors.
1.3 Main products and applications of technical achievements
The two core technologies, including the “calibrator and calibration method of the motor vehicle headlight tester”, are mainly applied in the detection of the motor vehicle industry and to improve the product technology and quality of inspection equipment.

The technical achievements of the project are in the final trial stage.
1.5 Technical team
Jilin Lance Technology Co., Ltd. (hereinafter referred to as the “company”) was established on May 24, 2023. It is a technology enterprise engaged in the research and development, production, and sales of motor vehicle testing and inspection equipment.
The company has a technical team with the extensive experience in motor vehicle measurement and testing, which has cooperated with relevant national management agencies and provincial statutory motor vehicle measurement and testing institutions to complete the research and development of multiple measurement and testing equipment, and all have achieved productization. The main members of the project team were honored and assigned the following responsibilities:
(1) Wang Lan: Graduating from Changchun University of Science and Technology, majoring in the Electronic Science and Technology, with a doctoral degree; she has been engaged in motor vehicle inspection related work and equipment research and development for more than 10 years. At the same time, she has been engaged in research on optical vision imaging technology and laser light source output performance for 8 years. She has published 12 related academic papers, led and completed 8 scientific research projects at all levels, and won the third prize of Jilin Province Science and Technology Progress Award. She has participated in drafting 6 national calibration/technical specifications, and approved more than 20 regulatory specifications. She has the extensive experience in the market demand, technology research and development and standard setting in the inspection industry. She is fully responsible for project development, testing, production, and sales.
(2) Fan Jianwu: Graduating from the Department of Engineering Physics at Tsinghua University; he has been engaged in metrology research work in areas such as ionizing radiation measurement, development and production of measuring instruments, force measurement, temperature and humidity measurement, and motor vehicle measurement since 1980. He has won various awards from the former Beijing Municipal Bureau of Quality and Technical Supervision. He is a senior expert in the measurement and testing industry. He is responsible for using the project as technical support, revising and formulating various national standard documents, and testing and evaluating the measurement and testing performance of project research and development equipment.
(3) Zhang Chijun: Graduating from Changchun University of Science and Technology, doctoral student; he has been engaged in the metrology and testing industry for 6 years, undertaken 30 scientific research projects, and served as project leader for 4 projects; he has undertaken 20 national defense and military projects, as well as 10 projects from the Ministry of Science and Technology, the National Development and Reform Commission, and enterprises; he has been authorized 1 national invention patent and 1 national defense invention patent; he has published 23 academic papers, 17 as first author, 4 in first level journals, and 8 included in EI. He is responsible for tackling key technologies and bottleneck technologies in company projects and products; he has built a research and development team to enhance the company’s research and development capabilities.
(4) Li Bo: He has participated extensively in the research and sales of domestic Type 5 cars, with multiple exclusive domestic production rights; he has the rich experience in project operation and marketing. He is responsible for developing market sales models, maintaining market channels, and developing after-sales service models.
(5) Chen Wei: With 12 years of work experience in the field of vehicle safety monitoring, he has the experience as a supervisor in vehicle safety monitoring at a first tier vehicle factory; he has independently developed multiple vehicle monitoring devices and participated in the drafting of national standard OBD projects for China VI and VII. He is responsible for mastering the emerging trends in the motor vehicle industry, planning the research and development of new projects for the company, and intellectual property rights.
(6) Li Shijie: Mainly engaged in the research and development and manufacturing of lasers, the design and manufacturing of optical sensors, various mechanical automation design and manufacturing work, he has completed the research and development of optical related instruments and equipment, and product design of 33 sets, all of which have been produced and put into the market.
(7) Liu Jianming: He is responsible for software functional design to meet the needs of the testing market, integrated design of opto-electromechanical systems, and overall performance testing of equipment.
2. Market Potential Analysis
Headlamps are important equipment used by cars to provide road lighting for drivers at night or in low visibility conditions. They are also lighting signaling devices for drivers to issue warnings and communicate. Therefore, the headlights must have sufficient luminous intensity and the correct direction of illumination.
Due to the vibration of the car during driving, the installation position of the headlight components may change, thereby changing the correct direction of the beam of light. At the same time, the light bulb will gradually age during use, and the reflector will also be contaminated, resulting in poor focusing performance and insufficient brightness of the headlights. These changes can make it difficult for drivers to recognize the road conditions ahead or cause dizziness when encountering oncoming vehicles, leading to accidents. Therefore, the luminous intensity of the headlights and the direction of the beam of light are listed as mandatory items for motor vehicle operation safety testing.
The motor vehicle headlight detector is used to detect the luminous intensity and beam irradiation position (i.e. optical axis offset) of the motor vehicle headlights, which belongs to the category of automotive inspection equipment. It is mainly suitable for motor vehicle inspection stations, automobile manufacturers, automobile repair shops, automobile light factories, supporting 4S stores, and agricultural machinery supervision departments to inspect and adjust the headlights of tractors and cars.
The calibration device for motor vehicle headlights can be widely used in the motor vehicle industry for testing, improving the product technology and quality of inspection equipment. Currently, the company has completed preliminary sales in four provinces, three cities, and one autonomous region, and has certain market sales channels; the actual controller of the company is a member of the National Committee of Industry Technical Standards and has strong marketing and promotion capabilities; three national standards/specifications and other technical support equipment developed within five years have been successfully launched in the market.
3. Financing Needs and Stage Goals
The project is planned to raise 2 million yuan in funding, which will be mainly used for the iteration of the upgraded headlight tester calibration device. The second product, which is planned to be launched in the market in July, 2024, includes research and development, testing, productization iteration, personnel labor, and spare parts procurement. The phased goals are as follows:
(1) Within 2 years from the date of investment, it will complete the revision and approval of the group standard with the intelligent calibration device for motor vehicle detectors produced by the company as the only technical support equipment. The technical standards are ahead of the current national and industry standards.
(2) Within 3 years from the date of investment, the company will obtain the group standard leading brand certification, making it a leader in the industry’s advanced standard system. The calibration device for motor vehicle headlights produced by the company will become a recognized technology independent product and high-quality enterprise in the industry, market, and society. The completion of this milestone marks that the intelligent calibration devices for motor vehicle headlamp detectors and enterprises have been recognized in the industry in terms of quality, independent technology, management progressiveness, credibility and competitiveness, and become industry benchmarks.
