The project relies on the basic production of polyolefin elastomer POE in the petrochemical industry of Jilin City. After completion, the project will produce 10,000 tons of polyolefin elastomer POE annually, extending the chemical industry chain of Jilin City and increasing industrial competitiveness.
Polyolefin elastomer (POE) refers to a random copolymer elastomer of ethylene and high carbon alpha olefins (1-butene, 1-hexene, 1-octene, etc.). Due to its unique molecular structure, POE has excellent rheological properties, mechanical properties, UV resistance, good low-temperature toughness, and good affinity with polyolefins, making it widely used.
1.1.2 Market prospect
Petrochemical products are obtained by further chemical processing of raw oil provided by the refining process. The first step in producing petrochemical products is to crack the raw materials oil and gas (such as propane, gasoline, diesel, etc.) to produce basic chemical raw materials represented by ethylene, propylene, butadiene, benzene, toluene, and xylene. The second step is to produce various organic chemical raw materials (about 200 types) and synthetic materials (plastics, synthetic fibers, synthetic rubber) using basic chemical raw materials. The production of both products falls within the scope of petrochemicals.
The upstream of the petrochemical industry mainly includes the petroleum extraction and refining industry, including oil and gas extraction and transportation, refining, and petrochemical product processing and manufacturing processes. The midstream is the basic organic and polymer industry, and the downstream industry provides supporting and services for agriculture, energy, transportation, machinery, electronics, textiles, light industry, construction, building materials, and other industrial and agricultural sectors as well as people’s daily lives. It should be noted that in the petrochemical production process, chemical catalysts are added to promote refining and decomposition processes to improve processing efficiency.
China’s petrochemical industry has gone through four stages of continuous exploration and development: recovery and development stage, historic transformation stage, new rise stage, and new development stage. China has become the world’s second largest producer and consumer of petroleum and chemicals. The petrochemical industry is an important pillar industry of the national economy. In recent years, China has formulated relevant policies for the development and construction of the petrochemical industry, providing guarantees for the rapid development of China’s petrochemical industry.
Carbon neutrality may bring disruptive changes and opportunities to the petrochemical industry. (2) Industry Status Analysis of Polyolefin Elastomer POE
POE resin, also known as polyolefin elastomer, is a random copolymer that combines the dual properties of plastic and rubber. It is synthesized from ethylene and alpha olefin under the action of metallocene catalyst. It is known for its excellent weather resistance and aging resistance, high elasticity, high strength, and good low-temperature performance, with saturated molecular chains and superior processing performance.
POE has a wide range of applications, including serving as a packaging material for photovoltaic modules to enhance their durability in harsh environments; Modified polypropylene and polyethylene to enhance their application performance in fields such as automobiles, household appliances, waterproofing membranes, and pipes; Blending with polyester polymers to enhance the impact performance of the material; And as a foam material, it is used to produce lightweight, high elasticity consumer goods such as shoe materials and mouse pads. Furthermore, POE is also used in plastic products, colorants or filler masterbatch, and cable materials, demonstrating its versatility and high-performance potential in the field of materials science.
During 2017- 2023, China’s POE consumption maintained rapid growth, with domestic POE consumption increasing from 220,000 tons during 2017- 860,000 tons in 2023, with an average annual compound growth rate of 25.1%. The largest downstream consumer sector is the photovoltaic sector, accounting for 41% of domestic POE consumption and showing a rapid growth trend, followed by the automotive sector and plastic modification (excluding automotive use).
In the photovoltaic industry, POE is mainly used for photovoltaic adhesive films. POE film is widely used in high-efficiency photovoltaic modules, especially double glass and N-type modules, due to its excellent aging resistance and PID resistance. With the growth of the market share of double glass components, the market share of POE adhesive film is also rapidly increasing. Furthermore, POE film is compatible with TOPCon technology for N-type batteries, further promoting the growth of POE particle demand. In 2017, the usage of POE in the photovoltaic industry accounted for only 3%, but since 2021, the photovoltaic sector has become the largest market for POE materials, accounting for 41% of total consumption. The consumption of POE particles in the photovoltaic industry in 2023 was about 350,000 tons, with a compound annual growth rate of 94% during 2017 - 2023.
POE is mainly used for toughening PP (polypropylene) in automobiles. In 2023, the automotive industry consumed about 220,000 tons of POE, mainly used for manufacturing components such as bumpers, fenders, steering wheels, and pads. These applications not only improve component performance, but also help reduce weight and save costs.
Global POE market is still monopolized by overseas enterprises, with Dow Chemical accounting for 42% of the production capacity, ranking first. Industry CR4 reaches 96%, with highly concentrated production capacity. On the other hand, driven by strong downstream demand, the import volume of POE in China has been continuously increasing since 2017, and the dependence on imports has remained high. The supply-demand contradiction is prominent, and in this context, the localization substitution of POE is urgent. At present, the application areas of POE in China have not fully demonstrated its performance advantages. It is recommended to pay attention to the application and expansion of POE in fields such as construction, new energy, and even aerospace, fully leverage its advantages, and explore greater market space for it.
1.1.3 Technical analysis
The preparation of POE adopts metallocene catalysts, and the production technology is mainly based on the Insite solution polymerization process developed by Dow Chemical and the Exxpol high-pressure polymerization technology developed by ExxonMobil. On this basis, metallocene catalysts and non-metallocene organic metal catalysts with high copolymerization performance have been developed, and research on ethylene and alpha olefin copolymerization technology has been carried out, providing technical support for the industrialization of POE production in China.

The Investment Promotion Policy of Jilin City clearly states that the investment projects of Jilin Industrial Investment Guidance Fund should comply with national and relevant industrial policies and development plans, with a focus on investing in tourism, medicine and health, aviation, information technology, new materials, advanced equipment manufacturing, biotechnology, energy conservation and environmental protection, new energy, cultural creativity, modern agriculture, modern service industry and other related industries in Jilin City’s “6411” industrial plan, as well as other areas supported by the municipal government for development with focus. The installed capacity of power sources in the city is 10.000 million KW, with an additional 3.279 million KW added during the 14th Five-year Plan period, an average annual growth rate of 8.3%. Among them, coal-fired power generation is 3.07 million KW, accounting for 30.7%; Gas power generation is 860,000 KW, accounting for 8.6%; Wind power is 1.54 million KW, accounting for 15.4%; PV power generation is 700,000 KW, accounting for 7%; hydropower generation is 3.5 million KW (conventional hydropower generation of 3.2 million KW and pumped storage is 300,000 KW), accounting for 35%; biomass power generation is 270,000 KW, accounting for 2.7%; waste generation is 58,000 KW, accounting for 0.6%; while the installed capacity of new and renewable energy accounts for 60.7% of the total installed capacity. It is expected that by 2025, the power generation will have reached 20.63 billion kWh, and the total transformer capacity of urban and rural power grids will have reached 4891.1 MVA.
The available land area in Jilin City is 853 hectares, including 74 hectares of commercial land, 500 hectares of industrial and mining storage land, 179 hectares of residential land (including guaranteed land for affordable housing), and 100 hectares of other land (including land for public management and public services, transportation, water bodies and water conservancy facilities, and special land). The raw silk production capacity ranks first in the world, while the carbon fiber production capacity ranks first in China and second in the world. In terms of metallurgical industry, it has the largest metallurgical base in the province, and 2 national metallurgical technology centers. Jianlong Group has become the first steel production enterprise in the province.
