In the post-Winter Olympics era, the achievements of "encouraging 300 million of Chinese to engage in ice-snow sports" have been consolidated and expanded. According to relevant data in the Statistical Analysis Report on the Investigation of Participation in Ice-snow Sports issued by the National Bureau of Statistics, the participation rate of ice-snow sports (including ice-snow sports events, folk ice-snow sports, ice-snow viewing and experience activities, and land ice-snow activities) has reached 22.13%, and the number of participants in ice-snow sports has reached 313 million since the end of the Beijing 2022 Olympic Winter Games. Among them, the participation rate of national residents in ice-snow sports was 18.68%, and the number of participants in various ice-snow sports reached 264 million since the beginning of the winter of 2023, that is, in the 2023-2024 ice-snow season. The number of people participating in ice-snow sports in a single ice-snow season in 2023-2024 continued to grow, and the first complete ice-snow season after the Beijing Olympic Winter Games released more room for growth.

Jilin Province is one of the world's three major powder snow bases and an important ice-snow tourism destination. With 75 ski resorts, a total area of more than 1,200 hectares of ski slopes, a total length of 350 kilometers of ski slopes, and 89,000 ice-snow resource monomer, the ice-snow market share, comprehensive product sales, market carrying capacity, and heavy asset investment amount continue to lead the country, and the number of visitors to Beida Lake, Songhua Lake, and Changbai Mountain Ski Resort has ranked among the top three in China for many years. To make the ice-snow industry a new growth pole for economic development, Jilin Province has successively issued policies such as the Implementation Opinions on Expanding and Strengthening the Ice-Snow Industry and the High-quality Development Plan for the Ice-Snow Industry (2021-2035). With the landing and implementation of a series of policies one by one, the blueprint for high-quality development of the ice-snow industry in Jilin has been outlined step by step. During the Mid-Autumn Festival and National Day in 2023, both the tourism revenue and the number of tourists of Jilin Province hit a record high. In the 2023-2024 snow season, Jilin Province received 125 million domestic tourists, with a YoY growth by 121%, and achieved domestic tourism revenue of 241.9 billion yuan, with a YoY growth by 140%. Both indicators reached a record high; the 9 ski resorts monitored in the province received 4.05 million ski tourists, with a YoY growth by 47.9%, and achieved a ski reception revenue of 1.647 billion yuan, with a YoY growth by 37.1%; the largest single-day reception scale of ski resorts in the province was 150,000 persons, with a YoY growth by 25%; the number of ice and snow parks opened was up to 158, increased by 68% compared to that in the previous snow season. The influence, attention and reputation of the ice-snow brand of Jilin Province continue to increase, and the development momentum of ice-snow culture, sports and tourism industries of Jilin Province is strong.

Strengthen the dominant position of enterprises in scientific and technological innovations, and support enterprises to develop a batch of equipment that meet the diverse needs of the people for ice-snow sports. The project covers a total area of 200,000 ㎡, with a gross floor area of 180,000 ㎡, and facilities such as production workshop, R&D and design area, inspection and testing center, marketing display area, and ice-snow equipment enterprise incubator are constructed.
The project mainly focuses on the R&D and production of light equipment such as skis, ski boots, ski suits, ski rings, ice bikes, ice bicycles, ice sledges and golden cicada skating cars, heavy equipment such as snowmakers, snowplows, ropeways and snowmobiles, sports equipment, as well as rehabilitation training equipment.

2.2 Overview
Established on October 10, 2010, Baicheng Taobei Economic Development Zone is located in the junction of Jilin Province, Heilongjiang Province and Inner Mongolia, and situated in the northeastern part of Baicheng City, covering an area of 65.6 km2. It is an economic development platform meticulously created by the committee and government of Taobei District, and is the youngest economic development zone in the province.
